R.N.Malhothra committee suggested the re-opening up of the insurance sector to private players.

R. N. Malhotra (1926 – 29 April 1997) was the 17th governor of the RBI, serving from 4 February 1985 to 22 December 1990.
In 1993, Indian government established a committee under the chairmanship of R N Malhotra, to propose changes to the insurance sector.
The aim was to complement the reforms that were initiated in the financial sector.
