3. Unified Command
When partners representing multiple jurisdictions or agencies work together to establish the incident objectives, Unified Command is being used.
Unity of command is the concept by which each person within an organization reports to only one designated person.
A unified command allows all agencies with responsibility for the incident, either geographic or functional, to manage an incident by establishing a common set of incident objectives and strategies. Unified command does not mean losing or giving up agency authority, responsibility, or accountability.
